This program provides low interest loans to property owners in Cass, Crow Wing, Morrison, Todd, and Wadena Counties to repair or replace an existing non-conforming or failing septic system. The 3% interest, 5 year loans are backed by the MN Dept. of Ag.

- Complete the application and return it with a cost estimate from a contractor.
The county contact will inspect the current system and set the priority as related to the
- Comprehensive Local Water Plan and those improvements that will best protect water supply.
- Cass, Crow Wing and Wadena Counties forward the completed application to Region Five Development Commission for loan approval. Morrison and Todd Counties applications should be submitted directly to the county.
- The North Central Economic Development Association (NCEDA) Loan Board reviews and ranks the applications during their monthly meeting. The Regional Development Commission issues final approval.
- Once an application has been approved, the landowner is notified and can proceed with construction of the new septic system project.
- Once the system is completed the county will do a final compliance inspection and sign a certification form.
- The landowner calls Region Five for an appointment to close the loan. Loan disbursements are made jointly to the landowner and the contractor.
