JEFF PHILLIPS
Senior Project Manager
Jeff joined the team in the fall of 2023 and leads complex energy and workforce projects, leveraging his experience to drive efforts to promote sustainable practices and strengthen the local economy. His deep regional knowledge enables him to provide specialized assistance to local governments, businesses, organizations, and the public.
Though originally from Minnesota, Jeff has lived all over the nation. He retired from the Air Force after 20 years of active duty service; first as an Air Force Survival Instructor, then for sixteen years as a Judge Advocate Attorney. Jeff also served as a police officer with the City of Charleston, S.C., and as a federal law enforcement officer with the U.S. Air Force Office of Special Investigations while in the Air Force Reserves.
Jeff has a B.S. in Criminal Justice from Bemidji State University, a J.D. from William Mitchell Law, and an LL.M. in Military/International Law from The U.S. Army Judge Advocate Generals Legal Center and School in Charlottesville, VA.
