  • Registration open for Minnesota’s Road to Volunteer Drivers, a series of free virtual forums

    A free series of virtual forums, Minnesota’s Road to Volunteer Drivers, begins this month to share information and support for volunteer drivers in Minnesota. Volunteer drivers are a critical resource in meeting the transportation needs of many Minnesotans without other practical options. This virtual forum series is convened and sponsored by the Minnesota Council on Transportation Access in partnership with the Minnesota Volunteer Driver Coalition and will bring together volunteer driver program administrators, volunteer drivers, riders, funders, transportation policy advocates, and transportation stakeholders. All Minnesota’s Road to Volunteer Drivers’ forums are offered at no cost via Zoom. Registration is required and you need to only register once to attend all the forums.   • R5DC Receives NADO 2020 Impact Award

    WASHINGTON, DC – Region Five Development Commission (R5DC), based in Staples, MN has received a 2020 Aliceann Wohlbruck Impact Award from the National Association of Development Organizations (NADO) for the RxCSA/VetCSA Program. This innovative RxCSA/VetCSA (Community Supported Agriculture) Program targets areas of geographically dispersed veterans and their families, people who are working to increase adaptation and lifestyle capacity while living with mental illness, and those who are recovering from opioid or other drug addictions to provide CSA shares of locally grown food, cooking demonstrations, and nutrition education. “There has never been a project like this in our nation,” according to Staci Headley, senior regional development planner at R5DC. “This project is innovative and unique because of the approach to deliver services to people - taking into consideration their unique needs. It brings people together through the common denominator of food and uses food as medicine to improve quality of life and overall health and wellness, while also supporting our local growers. We have seen our CSA programs deliver amazing results, while our team continues to seek ways to deliver this project to a multitude of people with different needs simultaneously to create efficiencies and greater impact.” NADO is a Washington, DC-based membership association of regional development organizations that promote programs and policies that strengthen local governments, communities, and economies through regional cooperation, program delivery, and comprehensive strategies. The association’s Impact Awards program recognizes regional development organizations and their partners for improving the economic and community competitiveness of our nation’s regions and local communities.   • R5DC Receives EDA CARES Act Recovery Assistance Funds

    Region Five Development Commission will receive a $1.6 million EDA CARES Act Recovery Assistance grant to capitalize and administer Revolving Loan Funds (RLFs) that will provide critical gap financing to small businesses and entrepreneurs adversely affected by the coronavirus pandemic in Crow Wing, Cass, Morrison, Todd, and Wadena counties. “These investments come at a crucial time to help Minnesota’s and our nation’s economy come roaring back and provide hard-working Americans with new opportunities,” said Dana Gartzke, Performing the Delegated Duties of the Assistant Secretary of Commerce for Economic Development. “Small businesses are the lifeblood of our communities, and EDA is pleased to invest these CARES Act funds so that Minnesota businesses have access to capital to respond to and recover from the coronavirus pandemic.” These current EDA RLF grantees are some of the more than 850 existing, high-performing EDA RLF, Economic Development District, University Center, and Tribal grant recipients invited to apply for supplemental funding under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CARES Act, signed into law by President Donald J. Trump, provides EDA with $1.5 billion for economic development assistance programs to help communities prevent, prepare for, and respond to the coronavirus pandemic.   • R5DC Calls for Vital Projects

    Region Five Development Commission (R5DC) is currently seeking 10 projects to include as Vital Projects in their Comprehensive Regional Economic Development Strategy (CREDS). The project submissions will be prioritized by a group of diverse regional leaders from the private, public & non-profit sectors. The committee will select projects with regional significance that create economic vitality, environmental stewardship and quality of life. Vital Projects listed in the CREDS document allows access to U.S. Economic Development Administration (EDA) funding as well as other federal grant programs. Being listed in this document shows alignment to a regional plan which is favorable to most Federal, State or Local funding agencies. Projects will be shared with multiple funding agencies to encourage these partners to invest in projects meeting regional goals. Vital Projects and ideas are accepted until August 30, 2020.   • R5DC Welcomes Erica Bjelland

    Region Five Development Commission (R5DC) welcomes the addition of Erica Bjelland. Bjelland joins R5DC as a regional development planner, after working for several years at Rural Renewable Energy Alliance (RREAL) in Backus, MN. She is responsible for facilitating community development and economic development projects, with an emphasis on program implementation focused on energy, environment, and pandemic planning. Erica assists local units of government and businesses with various other planning and ensures that diversity, equity, and inclusion practices are incorporated into existing and new policies, rules, programs, and proposals. Bjelland holds bachelor’s degrees in Environmental Policy and Global Studies from Concordia College in Moorhead, MN and currently serves on the 100 Rural Women board and Clean Energy Resource Teams (CERTs) regional steering committee.   • Long Prairie Community Launches Welcoming Communities Advocacy Group

This is a community-led project that exemplifies goals that bridge cultures, funded by a grant from the Northwest Area Foundation. The Long Prairie community has formed a Welcoming Community Advocacy Group, made up of students, educators, residents, elected officials, nonprofit and community leaders. The Welcoming Communities program is focused on workforce attraction and expanding cultural agility for individuals, organizations, and communities.   • R5DC’s Regional Yellow Ribbon Program Receives Innovation Funding from Sourcewell

    Region Five Development Commission (R5DC) was awarded $45,700 in 2019 Innovation Funding from Sourcewell for R5DC’s Regional Yellow Ribbon Program. This comprehensive program creates awareness for the purpose of connecting service members, veterans and their families with community. It is designed to create efficiencies within the region by synchronizing community, county and company resources between and within the five-county region. At the monthly Regional Yellow Ribbon meeting held in January, the City of Menahga was presented with a check for $10,000 to use towards the veteran’s section addition of Menahga City Cemetery. Sourcewell Manager of Community Solutions Anna Gruber said the Innovation Funding program was created in 2014 to help public agencies in Region 5 fund initiatives aimed at producing collaboration and improving the region. The annual program promotes outside-the-box teamwork on projects that might not otherwise come to fruition. “Through the Innovation Funding process, Sourcewell is able to give back to our communities in ways beyond our imagination,” Gruber said. “We’ve seen projects like a regional food cooperative, WIFI on public transportation, and a region-wide mental health initiative come to life. It’s a wonderful way to collaborate with organizations throughout our region to do great things.” Since 2014-15, local government, schools, and nonprofits across the Sourcewell region have used more than $10 million through the Innovation Funding program to boost student and community success. The 2020 Innovation Funding application process for local governments and nonprofits is open now through May 6, 2020. This year will mark the sixth-consecutive year that city and county entities within Cass, Crow Wing, Morrison, Todd, and Wadena counties (Region 5) have the opportunity to partner with Sourcewell and make special projects and initiatives come to life. This unique funding opportunity includes an Innovation Funding Review Day when representatives from Region 5 entities attend a day-long, priority setting and application review to rank and select awarded projects. Gruber emphasized that Sourcewell does not select projects. Voting is done by Region 5 cities, counties, and other government associations in attendance. Review Day for 2020 will take place on June 10 from 9 a.m. to 1 p.m. at Sourcewell's campus in Staples.   • Strengthening America's Rural Innovation Infrastructure

    The Aspen Institute Community Strategies Group (CSG) interviewed staff at Region Five Development Commission (R5DC) as part of their research that identified “Rural Development Hub” intermediaries as effective community and economic development partners in rural America. CSG has now published the final report of this research, with support from the Robert Wood Johnson Foundation. The report, titled ‘Rural Development Hubs: Strengthening America’s Rural Innovation Infrastructure’, offers value and insight for the entire country. It focuses on the role – and aggregates the wisdom – of a set of intermediaries, like R5DC who are doing economic and community development differently in rural America. Rural Development Hubs are main players advancing an asset-based and inclusive wealth-building approach to rural community and economic development in this country. The recommendations that emerged from CSG’s Hub interviews can help investors, policymakers and other decision-makers who have questions about rural America. “Our organization has been fortunate to learn and grow beside some of the nation’s best economic and community development practitioners”, shares R5DC’s Executive Director Cheryal Hills. “In this report we are classified as a ‘Unicorn Regional Organization’ which is fitting given that we are quite unique as a unit of government who also staffs a 501(c)(3) non-profit organization, both committed to regional prosperity for ALL people.   • Walker-Hackensack-Akeley Seeks Safe Routes to School Planning Team

    Walker-Hackensack-Akeley School District is one of eleven schools in Minnesota that will benefit from planning assistance that supports the Safe Routes to School (SRTS) program. Safe Routes to School is an international program to improve safety, reduce traffic congestion around schools, increase physical activity and improve health by making it easier for students to walk and bicycle to school. Planning assistance grants provide communities the resources to convene a team, understand key issues, prioritize strategies and identify solutions that fit the local need. “Thousands of Minnesota students will now have more opportunities to safely walk and bike to schools and improve their health,” said MnDOT Commissioner Margaret Anderson Kelliher. “Thanks to the Safe Routes to School program we are helping to build the next generation of multi-modal transportation users.” With several letters of support, the Walker-Hackensack-Akelely Schools Safe Routes to School planning application was awarded with planning set to begin in October. Also participating in the planning process is Cass County Health & Nutrition SHIP Educator Simon Whitehead, who assisted in the development of the application. Region Five Development Commission (R5DC) will assist in facilitating the planning process which will include a parent survey, an in-class student tally, walking audits to identify potential infrastructure deficiencies, a school zone hazard observational assessment, identification of issues and barriers, and a public kickoff meeting on Wednesday, November 13th from 6:00pm – 7:00pm at the Walker-Akeley-Hackensack High School in Walker.
